In general hobgoblin IIs are murder against NPCs, especially frigates but you need relatively high skills to get everything out even from light drones (mainly drone interfacing V).
T1 drones are however getting a slight buff this summer which doesn't exactly help you right now.

As far as fighters go not only do they cost you the same as you frigate they're also for carriers only and even carriers rarely use them for anything (not because fighters are bad but because a carrier's other more useful function prevents using drones in fleets).

Thank you everyone for all the help and support!
To give you guys a little update, I bought the Vexor cruiser, fitted it and I'm using 4 hobogoblins on it. It does a lot of damage, and so far doing missions has been very easy. I just keep my range, snipe them, and let the drones do the rest of the work! Right now I'm just going to continue finishing the Epic Arc, and train more drone skills. Oh btw, I have finished the Burning down the Hive mission. This however was before I bought the cruiser. I simply rushed towards the next acceleration bridge and avoided a fight with the drones.
