Manufacturing slot bug

So for some reason even tho this toon has the ability to use 5 manufacturing slots it will only let me install 3 jobs, its as if I have 2 jobs pending someplace but according to my Indy panel these are the only 3 jobs im running in the entire universe. Has anyone experienced this issue? How did you solve it? Any insight would be appreciated as I am stumped.
