Am i too bold to suggest a change to progression ?

L4 missions aren't challanging. They are used as the benchmark grind point because the average player has done them, can do them and they are widely available. L4s in highsec is the "normal" difficulty setting for PVE IMHO. Getting to that normal level and being able to complete it, not blitz, but complete it, should not be that huge an achievement.
Achievement is solo WHing, Shiny incursions and other 150M\hr+ activities.

It would not create content at all. The content you think about is already there. All it would do is tip the balance for the involved parties differently. That's not creating new content, it's rebalancing what's already there.

Missions did have a great end to what they could do with out leaving high sec.

They still currently do as of this post. (( Changing soon ))

You spiral standings all the way up then lose your LP to top them off with interbus.

Start a one man corp an you can set up POS's for your alliance and remove them anytime.
Make a good profit and finally make all those years of grinding all 4 factions and interbus worth it.
The only reason to truely make your standings amazing.

Years later once you get the standings they make it so everyone in Eve can setup POS in high sec without the standings.

This is why no end game truely exist in Eve. Because anytime you make some awsome long term goal they kick your feet out from under you right as you finally had enough time to see the light at the end of the tunnel.

They've done it to players on SP factors, implants, ships, certs.

You name it CCP will use it as a carrot on a stick and then throw the thing in the trash right as you finally get your first bite.
That above all else is why it has no "end game" and never will be. If you plan over a year in advance bring the lube.
