Probe Exploration Fit?

Looking to do some Exploration in my Probe, but on the cheap, while I'm waiting for a few skills to finish.
I found this build on battleclinic. is it any good?

Looks good, although I would use two scanning rigs and ditch the tractor beam - I don't know when you'd use it and it's going to cost 3-4x as much as the hull itself. Depending on exactly how cheap you want to make this fit, consider meta'ing the T2 modules. Finally, if you have the skills for ECM drones you should use them. They give you a small chance to escape if someone tries to gank you.
