Drake with heavies is still a blessing in L3s with very limited skills. A Drake can run those roughly by the 200k SP mark :p

Others work fine aswell, but nothing is so forgiving on the SP-department as a Drake.

That sounds like your transversal velocity is too high compared to the stuff you're shooting at.
Your guns can't track the target fast enough to hit consistently. Which is also why webbing helps, as it reduces their speed relative to yours.

Manoeuvring to reduce your transversal compared to your target as much as possible will help, but isn't exactly easy at blaster range.

The Motion Prediction skill will help somewhat (giving 5% extra tracking speed per level)
Getting more range is probably the easiest way to solve the issue. Try railguns and see if that helps, as your relative velocity compared to the target will be less of an issue at the longer ranges that railguns operate at.

If you don't know what transversial is, don't worry too much about that right now that will become more important later and you should definately go through the gunnery tutorial.

Riot Girl's advise to aim for the Brutix was a good suggestion, since the Brutix doesn't always need drones to held you out.

One good tactic is to fly away from your targets so you get a good 20km range from them and you will see that you will be hitting your targets just fine.
For those longer ranges Antimatter ammo will be 'out of range' all the time and I advise Lead ammo for that.

Lead ammo also has the benefit of using the least amount of capacitor when you fire your guns and your optimal targetting range increases a lot.

There are other ammo types for railguns and blasters (they both use the same ammo) but I found that Antimatter and Lead will be the ones you will use the most.

You can look at the other ones but I would advise against their use.

As was said before, you can use meta 3 railguns on the Brutix or even lower if cost is an issue. The only difference is the maximum targetting range with them and a tiny (you may not even notice any difference) decrease in damage.

And of course the stasis webbifier is an excellent travel companion on any ship you may want to fly in the future.

The stasis webbifier comes from the 'electronic warfare' category and may even help prevent NPC's from hurting your drones.

Good luck

I will also support the suggestion of the Rail Brutix, given your current skills.
I would suggest that you make Drones [5] a priority in your training however - although this will be changing soon what it unlocks is one of the most important skills in the game. Running five drones is an important factor but when the bonus from Drone Interfacing comes into play your five drones will have the power of six, seven then eight within the space of a day. In L3 missions you will start to run into Elite Frigates like the Angels Webifier, they're fast and difficult to hit with your cruiser weight Railguns, they're relatively high damage and their webs will often improve the damage of other rats (and therefore they're difficult to ignore), and they're pretty good at killing drones so having the extra power and hitpoints granted by Drone Interfacing will be very important.

Drones [5] may seem like a long train for little gain at present - and in a few weeks it probably won't be worth it until later on. A couple of weeks of double the drones for only a few days (what? about four to five for Drones [5] and one for DI [1]-[3]?) training will none the less definitely be worth it.

If you're looking at the Drake for reasons other than that it was (once at least) easy-mode in PvE then the Brutix is not a dead end, it will provide you with a platform to earn while you train other skills - and the experience of flying it will translate nicely to the Ferox (which will make a very good stepping stone once your shield and Caldari skills are at an appropriate level and while your missile skills train). Nonetheless I would not ignore the power of the Gallente line-up.

The cruiser and BC is really the point in the gal training to decide if you want to skill up drones or guns in my opinion. On the one path you get on your path towards heavy turret based pve ships (as used in incursions) or PvP fleet doctrines. Along the drone line though you set up yourself towards the Ishtar/domi which both excel in PvP or pve.

My 2c suggestion would be to spend a couple weeks in the brutix. Take note of the things you like and things you don't. Then do the same for the myrm. Or the thorax vs vexxor in cruisers. Then you'll be set to make a decision on what suits you best.

Just don't neglect the core support skills along the way. They are always the most sound investments
