Possible error in choosing market orders to buy things

So let's say there are 2 guys selling the same item in the same station buy in different amounts and prices.

Azotox is selling
1 Quafe for 1m

CCP is selling
10 Quafe for 10m

Mr Newbro Kpopfan comes to the station and want's to buy 1 Quafe but he doesn't like Azotox, so he clicks the CCP order for the "buy this" option and buys 1 Quafe for 10m and happily leaves paying 10 million.

All fine right? Except that Mr Newbro Kpopfan actually bought 1 Quafe from Azotox, and he paid him 10 million (minus taxes).

I think it is broken. If there is a system that resorts to the lowest order, it should also take the price into account, and cause the buyer to save money instead of the seller to get extra money.

A more real example would be, if Mr Newbro Kpopfan was buying 10 items, and would want to click the bigger order to save time on clicking (1 click to "buy this", 1 to accept the order, 1 more to agree that the item bought is 500% over regional average).
