Buy orders lower than what I'm getting

Perhaps I'm missing something...

The highest buy order in the system I am in is 59.13 for Viscous Pyroxeres.

Yet when I dock at a local station and sell the ore I am selling it immediately at 61.02 or another amount depending on the client that shows in the transactions journal.

It is as though that specific buy order doesn't show on the Regional Market and no matter what I set the range filter to the same results show.

Why is this? Why am I not seeing these buyers on the market?

Ah never mind. Took me a bit of searching but figured out it has to do with range buy orders that are highlighted in green.
