Categorically, they did not. Then again this is unsurprising. Conquerors, slavers and kidnappers rarely ask those they intend to subjugate for permission to do so, as Miss Polehvia has already noted.

Well, I have no problems blowing up slavers and pirates because they do not treat their vile acts as something glorious and magnificent. The Nation, on the other hand does treat it like that. What they are, in fact, just pirates, funky, sneaky pirates who assault civilians. There is no magnificence in attacking those who can't fight back.
