Aurora Arcology Crisis: Part 2: Minmatar Divided

It turns out it's far from over. Over the course of two weeks, the Minmatar hardliners have recruited almost 3000 Minmatar Militia, despite measures taken.
In accordance to the recruitment stop,they have been denied entry to the Arcology, however it's suspected that they also recruit in secret among the population. This carries a high risk of a future violent riot against the Amarr side.

Currently our internal security division is working overtime to identify the leaders of these hardliners. law Enforcement troops are also on high alert, ordered to subdue all forms of aggression before they can escalate.

However, as this is not my area of expertise, I look forward to your input. There's also a serious consideration of bringing in foreign security forces to deal with this in a much more direct way.

Don't worry about it, Jandice, I have experience in dealing with precisely this situation. I'll write you a business plan in the next day or so that will outline the precise steps I believe need to be taken to deal with the Public Order implications of the break downs in good faith negotiating.

I have a security force that's trained to cope with an anti-insurgency operation of this size. The Kamiera I'll leave in the hands of Falken-haani, who has extensive special ops experience. Through counter-intelligence it should be possible to identify potential troublemakers and neutralise them. At the same time we'll be using surveillance to identify weapons stockpiles - making armed resistance a harder proposition.

The key is to cherry-pick the people we want to remove - you don't necessarily want to target all of the leadership, just those who advocate violent demonstrations. Leave the ones who seek peaceful resolution in place.

Thanks for the offer of reason, the continued issue is due to a group of minmatar hardliners, who seem to have an appetite for Shakor's style of approach: Go Military or bust.
Note, most minmatar prefer the calm and peace to return, but sadly, as in many things, a small group spoils it for the majority.
The power and armament of this group of hardliners isn't know yet however, neither is their influence and reach on the people. This is where security experts like Agiri Falken & Pieter Tuulinen come in to assist us.
However any advice or insight concerning these hardliners is greatly appreciated.

It's been published in detail here:

Hopefully others who run a mixed population cenetrs and groups are also helped with the analysis and advice you have given us.

In condensed form:
Foreign security forces will temorary take over certain duties from our security force, in order to locate and identify the insurgents. Meanwhile, our security force and our intel division will undergo training in order to better identify & handle internal threats.

Once this is done, our security force will retake control, and run a much more efficient and stricter security as well, with thanks to Pieter Tuulinen & Agiri Falken's assistance.

On the Kameiras; as much as acceptable by the Amarr faction will be transferred to the PIE Kameira program in order to imrpove stability aboard the Arcology station.
