A Rebalance to Address the Power Projection Issue

It's commonly brought up on these forums that the current ease with which capitals and supercapitals can move over large distances is a big problem. In the EVE tradition of gaining great advantage at the expense of great tradeoffs, I would propose the following solution:

1. Reduce the base jump range of capitals by roughly half.
2. Introduce rigs which give a 25% bonus to capital jump range.
3. Said rigs have a serious (10-15%) drawback to shield HP, armor HP, and cap regen rate.
4. (3-5) minute cooldown timer after jumps before another jump can be made.

The end result: yes, you can project power just as far as you could before, but you're going to take a lot longer to do it, and you have to make a tradeoff between speed and combat strength.

less jump range = more jumps = more fuel used = better market

I like the idea over rule, will help to keep specific crops/alliances form blobbing all over the, or to blob locally if the want high tank.

learning the home system with help alot.

maybe not a 50% on the dreads, keep there range as they can't carry stuff and still be able to pos bas bash far bit away.

Unless those rigs are super ridiculously expensive, people are just going to use the long range rigs and then trash them when they get where they're going ...

All you really would have succeeded in doing is increasing jump range and massively increase jump cost.

Ive said it before and Ill say it again, the way to reduce the effect of power projection is to make defense tougher, so that large alliances are kept on the back foot.
