To the OP why don't you ask your alliance members that are already out there? You should have Teamspeak or Ventrilo so get on there and chat away with them. I'm sure if they're out there they will have some good advice for what ship is best. Also they will know your skills because they have your API key. This will allow them to give better advice since it's based on a lot more info than what people in the forums have.

You're not planning on going out there solo... Are you?

Because if they dont its a really bad alliance. And i may or may not have some friends that would like to join them

That's great but judging by your posts, you don't have a great deal of disposable isk, so I would recommend ratting belts in something cheap until you can cover yourself. Check the star map for activity, find somewhere quiet and use a scout. Null isn't really as dangerous as low as long as you can avoid gate camps. Ratting in alliance territory is better because NPC space is more hostile and most null sec alliances aren't going to bother you. They're mostly all bears and PI guys, so they'll probably stay docked while you rat. They're also a lot easier to fight, so if you can get established, you can start figuring out ways to harass them and kill their shiny bear ships.

Belts are easy to clear with low SP, you can even do them in a Merlin. For Angels you'll probably want explosive damage iirc, so Caracal should manage quite nicely and won't set you back too much. 30 minutes of belt ratting should cover your costs.
