CCP is a corporation.
In corporations, King Mammon reigns.

If you could........sell a tangible service (ie server time) to a customer for hard currency.....

-Then.....take out a piece of paper, write "One million space bucks" on it, and buy back from the customer the valuable server time, why wouldn't you?

The piece of paper is free, the server time isnt.

Corporate thought.
