I'll let Fozzie explain this in more details, but in short, no, dreads and carriers won't make it into high-sec.

I have to call this into question. Cap ships in empire mesh a little too neatly with a lot of the other initiatives going forward.

maybe he means that if a freighter carrying one is ganked the cap ship wont drop and if you try to unload it into a hi-sec station or POS "Scotty" won't allow it leave the cargo hold.

So with the new ability to be able to rig freighters, they will be able to cross the threshold of 1 million m3, and therefore be able to take packaged carriers and dreadnoughts into hisec. Has this been considered and will the rules relating to capital ships in hisec be changed?

Where's that information from, that Freighters will become riggable?

They did state that they would also "Rebalance" them in addition to giving them rigs.. so I guess we'll just have to wait and see what sort of insanity they bring forth.

With the increase in Fuel costs for Jump freighters, I can't really see them nerfing the cargo capacity as well.

The way I see it though, there's only a limited amount of the rigs you'll want to use for the freighters. Either increasing the align time, increasing cargo hold, or increasing the amount of hull (The amount of shield and armor on them are pretty much irrelevant).

In the end it'll be a contest between cargo capacity, align time and quickness or pure survivability in terms of EHP. Passive hull tanking will be a thing.

And I believe there may be a warp speed rig... but with how extremely slow they move, I don't know if using those would be worth it...

I wouldn't pin my hopes to that...

Just confirmed by fozzie anything that does not fit in a freighter now will have volume increased so that it does not fit after changes. A fully rigged freighter with cargo rigs will have a larger capacity than currently.

Essentially 2 rigs will have same capacity as currently 3rd will increase beyond current level. Jump freighter only has 2 rig slots.

so its both. they have their base cargo nerfed but are capable of going beyond.

are any other stats changed? speed, hit points etc

No specifics but the disparity in capacity is being reduced and current racial flavours are being maintained.

It is a complete rebalance so all stats are being looked at. There may also be new capital rigs specifically for freighter which open up new game play possibilities

I hear an isotope consumption reduction might be popular... Roll

So after Fozzy talk
Freighters are going to need 2 rigs to be near now but better for cargo
The 3rd rig absolutely will give more cargo
So 2 cargo rigs or maybe a t2, hes not sure, and then hull rigs to troll gankers

Did they address the issue raised with respect to transporting carriers and dreadnoughts into high-sec?

Yes and no
Yes it was talked about, no it is not ready for game
The changes for the freighters are ready now though so that plan is going forward anyways

So they're going to allow transport - just not assembly or something?

No anything you cannot carry now you cannot carry afterwards because the volume will be increased.

All high sec factions have capital ships added to their contraband list. Carry one into high sec and get the contraband treatment....

Sounds simple enough....

What do rig slots on freighters mean?

It means that 75% of freighter pilots will fit cargo rigs.

20% will simply leave the ships unrigged.

1% will fit tank rigs.

4% will run to the forums and cry that they didn't get 10 lowslots and 40000 calibration points as well.

99% of freighters will still be gankable, many with fewer ships required to do so.

Since the cessation of their usefulness is imminent, may I appropriate your belongings?

No way... I bet the number of unrigged freighters, especially in highsec, is more like 70%. People who can afford jump freighters typically use them. If they are flying a T1 freighter than the chances are a lot higher that's all they can afford, and cap rigs aren't cheap. 20% of jumpfreighters unrigged? probably less than that. 20% of freighters? Way more than that. My Highsec freighters and jumpfreighters will tank. My nullsec JFs will be the only ones using cargo rigs. I think a lot of people would rather make an extra trip than risk a gank. I've seen a lot of freighter ganks, lately.
