this problem has happened once but once my ip address changed it happened again I cant remember what I did but I would really like to figure this not being able to patch thing out

I have restarted comp
I have reinstalled
I have run as administrator

I was told once what to do about the issue but haven't messed with it in a while and cant remember what to do

This thread is ongoing and Almethea works hard to get us the patches that fail for many people including 29/04/14
ccp don't seem to want to take responsibility for this problem that no one can work out.
