Consistently not able to connect to Eve Services (Except the game).

Title works for a TL:DR.

I can play the game just fine once I jump through the hoops for installation and updates (I havent found an update file I can use manually for 1.4 yet, and would really appreciate that). I cannot launch with the actual launcher, I have to use the .exe because the launcher cannot verify the game to update, and I cannot update through the launcher.

Win 8.1 on a LAN connection.

Things I have attempted.
- Switch to google DNS servers
-Multiple Browsers
-Behind a VPN
-Through the steam app (which happens to not actually verify or update through steam, or at least the steam download served earlier did not include the 1.4 patch)

Any ideas?

I would love someone to the moon if they could post a 1.4 update files.

Any information you might need just let me know and ill get it together.
