So does this mean instead of drones being unlocked from Scout Drone Operation, now they will be unlocked from Combat Drone Operation?

CCP said in the first quote that drones would now be unlocked by the Drone Operation skills (instead of Scout Drone Operation), but then they said in the second quote that Scout Drone Operation's unlocks will remain the same.

Is anyone else confused?Ugh

I think you're reading into this a bit too much.

All players will be receiving the same level of Light Drone Operation and Medium Drone Operation = MAX(getLevel(Combat Drone Operation), getLevel(Scout Drone Operation))

Unlocks will be handled via these 2 new skills. That is how I'm understanding it anyway. The bonuses between CDO and SDO will remain the same.
