As far as I know:

V3: should be pretty much done, even the asteroids have had a make over so...

tiericide: Capital ships not done, T3 not done, pirate ships under the process as we speak, not quite sure if all T2 done yet

Blops are still due for re-balance as well, if I'm not mistaken (and I most certainly can be).
