Maybe its a little early, but anyone already taken positions?

The free POS positioning all over, and unlimited slots will drain prices on T1 items all over, I assume... will this deflation up the PLEX price even more?

This will have a very minimal effect on the PLEX to ISK exchange ratio.

Demand for PLEX will be unchanged.
Supply of PLEX - unchanged.
Demand for ISK - slightly increased as a little more ISK will be spent on copy/production slot fees
Supply of ISK - no change.

So overall, a slight increase in the value of ISK (but only at the level of noise) and no correspending increase in the value of PLEX, so a slight drop in the PLEX/ISK exchange rate.

I would be surprised if this is even one half of one percent.

Would the changes listed in the dev blog encourage multicharacter skill training?

If yes would that effect PLEX prices at all?

As for me: I have no plans to alter my business routine. Though I do hope these changes make things more interesting in hisec, because that's always good.

I see no changes to the desired skillset for those engaging in highsec production.

I do forsee some new niche markets for those with extremely high refining skills, but the devil is in the details here - if one person can refine thirty billion units of Veldspar in a day this will be a niche market and will not lead to many training additional refining skills. If this is not the case, and time taken to refine ore becomes a meaningful component of the time to do T1 production, things may be different.

I haven't read through a dev blog comments thread in a while. I probably didn't need any further evidence of the vast untapped reserves of stupid that our community has available, but there it is should I ever need it.
