Regarding the beginning of the Gallente - Caldari War

What was the basis for the Gallente seeking authority over the secret Caldari colonies ?

Was there some previous agreement or contract ?
Were the colonies in Gallente claimed space ?

It matters to me because I am trying to figure out if the attack on Nouvelle Rouvenor was justified, an exchange of a wrong for a wrong, or unjustified.

Essentially the Federation tried to claim the colonies as theirs as the Caldari were still members of the Federation. However, their laws didn't quite cover something of this scope.; the formation of the CEP and independent rule of colonies that existed outside the bounds of the Federation.

At the same time the Caldari were seeing a big change in power and influence through the megacorporations and a very large rise in ultra-nationalist ideologies.

The Caldari refused the demands of the Senate and then chose to succeed from the Federation.

As for the attack, it's a very grey topic. Justified? I don't know, I don't think so. It was a terrorist action. Unprovoked? Not really. The Federation certainly provoked the Caldari through their actions.
