Singularity is an advanced simulator run by Sansha Kuvakei for the purpose of collecting intel on capsuleer behaviour and tactics.
Supporting the theory is the fact that all the items you can buy on the test server are sold by Sansha Kuvakei, but the fact that Sansha incursion fleets are still getting their asses kicked on a daily basis disproves it.

I think it is a game, a virtual simulation of space combat.

But there is a question: if all items there sold by Sansha Kuvakei, what are chances, that it is an ingame character inside this "Singularity", called Sansha Kuvakei, and not a real one?

I was under the impression that it was the first-generation planetary operatives that lost their minds...?

There are a number of simulation networks used for the purpose of, among other things, testing and verification of changes and additions to the software used by our capsules and implants. A variety of corporations also use the networks for larger-scale testing of new or modified hardware from a variety of corporations that would be too costly to perform in a "live" environment.

The "capsuleer public" is typically encouraged to connect to these simulation networks and help provide feedback and generate test data for the corporations, much of which might be difficult or even impossible to generate otherwise. I suspect if it really were run by Nation, use of the network would be openly discouraged by the powers that be, rather than the other way around. It is likely little more than a sick joke on someone's part.

As far as I know, Singularity is currently the only simulation network to which capsuleers have open access. (It is also the environment in which the Syndicate Competitive League is held; with the field somewhat evened by the removal of wallet balances from the equation, actual pilot skill, tactics and training became even more important.)
