CCP Nadir comes with great information and a blog about the brand new Recall Program.

With the Recall Program you can re-invite back your friends who got inactive and left EVE a while ago. You can either create a personalized URL which your friend then can use to get back to EVE, or - if you don't know how to contact your friends - you can send invites to the according EVE character.

Both the invited players and the invitees will benefit from special rewards using this system. Please note though that the rewards are not finalized and that the current version of the Recall Program can be considered a beta test of the system.

Read all about this interesting project in CCP Nadir's latest blog: Introducing the Recall Program

"The “Recall Program” is intended for you to encourage former EVE players to return to EVE Online. Violating the purpose of the “Recall Program” in any way or form is prohibited. Violations of this rule will be handled by EVE Online Customer Support, and action will be taken against players who violate this rule (including, but not limited to, warnings or bans of the offending accounts)."
So, if I have an account that has been unsubbed for more than 6 months, it would violate these rules if I sent the invite to that account (my self) for the sake of the rewards?

EDIT:
Our call has been answered:

Does this mean using it when resubscribing an old alt account would be prohibited?

I, too, would like an answer to this particular question.

It would suggest that you couldn't however it should be easy enough to get clarification on this shouldn't it?
+1 for a question more than a few are asking.

Yes you can use this resubscribe your old alt if you wish.

The T & C's statement is just intended to protect against any unforeseen abuses of the system.

Little question.

It says theyere are a maximum of 3 rewards, clothing, skins and a plex. Does that mean to get the plex you need to have 3 accepted, or can you have just 1 invite and just choose the plex rather than the vanity items?

There's a certain irony for me, considering I'm probably going to be leaving EVE again in the near future.

Probably because they didn't want the returning players to be limited to "TWO WEEKS".
Or they aren't terribly interested in planetary terraforming.

Tsk tsk, typically Market folks, always talk too much,

You should have stayed with the first line.

Edit:
Smart campaign btw.
Must have been invented by an engineer and then nicked by Marketing ;)

Gee CCP.

If you are hurting so much in the subscription base, why can't you simply send out a heart-felt request to all the email addresses you have of ex-players and ask them why they quit in the first place?

edit: BTW, the guy that got me into the game in the first place, well, he quit about a year ago when he got fed up with all the crap of being constantly attacked as miner. He was very very happy to just mine for a couple hours each night and make stuff for sale on the markets.
He played for about 4 plus years.

But of course, you certainly did not need the 3 accounts he shut down when he left, because CCP certainly does not want people that play pretty much a casual solo game, right?

Any hints on what the first vanity item is? Another reskinned jacket or shirt, or will it be something new? :P

Did they say "new clothing item"? What is it? It must be really good if it worth a PLEX.

Based on new subscriptions versus number of people who actually log in, if it's not dying, it might as well be. New player retention appears to be near 0%.

You can't really tell from just those two numbers.

It certainly seems like there are many more accounts being created than continuing, but it could easily be that people are quitting and balancing out the new ones playing (so the problem is actually OLD Player Retention). The only things the numbers do say is that lots of new accounts seem to keep getting created, but the max number of players in New Eden at any one time always seems to stay about the same (barring the really interesting Sine Curve based around new releases).
