If you look under your character sheet, there is a item listed to the left called skills. When you select that, the window to the right gives several tabs, one of which is certificates. Under that item shows you certificates/mastery levels of certain things. Some of the most important skills will be under "Core Ship Operations" (I think that is the name).

Uhm..Certificates are NOT the same as Mastery levels.

And Core Certs were deleted with the introduction of Mastery system.
