Latency.

I've noticed in general gameplay that there's a good 2 second latency between my clicking approach (or pressing Q to approach) and the command actually activating and my ship starting to move. When running de-cloak on a gate camp this can be a bit of a problem.

So can anyone tell me what kind of latency to expect, all else being equal, assuming no TIDI? Does it vary with connection type (I have a good BT Infinity connection, UK based of course)? Is there anything I can do to lower this latency, or is this completely normal for Eve? Would a new modem help? What tests can I do with my existing one to check on general latency to Eve servers (I assume a ping wouldn't be all that informative)?

I appreciate your assistance/knowledge here.

Considering how the server works, some bit of delay is to be expected. Under the best of circumstances (no TiDi, low traffic system, solid internet connection, etc), as much as a second or so interval between click and effect will happen normally. I'm no networking pro but to my knowledge there is little you yourself can do to reduce this sort of latency since it's not an issue originating from anything on your end (though any issues on your end would exacerbate it more noticeably). I wouldn't worry about buying a new modem or changing ISP, unless they are giving you other issues as I doubt even getting the best available would net better results. As far as what you can run in the way of tests, someone else who knows more about networking maybe able offer some suggestions.
