1st Part: Completely not true, Legion will easily get more DPS than a Tengu anyday of the week
2nd Part: This is true (sadly) Legion's pulse range is pretty meh, luckily it's not terribly slow

While I can imagin, that L4 with Legion might be fun as it is much less static then with a BS ... I would not recomend to use one.

Amarr as a great setup of BS for L4s.
- Geddon when you encounter anything else then Sansha&Blood as you can compensate your Kin/Exp damage with the right drones. In addition the Geddon dishes out IMENS damage (even more then NavGed).
- (Nav)Apoc when your energy skills aren't at 5 (and if you want to use PULSE at 100++km optimal *g*)
- Abbadon is great to even when I had allways energy/fitting problems with this block-in-space

And all of them cost MUCH less ISK then a Legion which can handle L4s AND you can insure them ;).
So if something goes wrong (which can happen), it doesn't hurt so hard.

PS: yes, I saw the topic ... but as I said, Amarr has 3 great BS for L4s. There is simply no need to try a Legion for this job.

Why the hell can't I fitt capital repairs or shield booster on an Orca ... it's an CAPITAL ship!
