Drugs became the new source of income when the international WAR ON DRUGS started. All these business men are doing is hedging their bets on the belief that drugs will be decriminalized soon. The thought of the elimination of the prohibition of 'illicit' drugs has made 'them' realize that they better ramp back up the traditional sources of income Blink
