ECM to death and back rebalance but still usable

Meat & potatoes time (on my phone typing this, format is a bit wonky)

Reduce jamming time by half but keep the module cycle time as is
Introduce a new skill that reduces module cycle time by 5% per level
Introduce a new module line that further reduces jamming time S M L modules with varying percentages
Increase jamming strength on ECM modules
Reduce the strength bonus of ECM ships slightly (they still have supreme range) but normal ships can use
ECM modules more effectively

"Sensor Reconfiguration Module" reduces jam time on your ship uses a high CPU and moderate pg, so you have to decide ECCM or this
For example 40% for frigs 60% cruisers 80% for battleships

This is not a substitute for ECCM (reducing chance) this just reduces the out of combat time while reacquainting locks
This should also prevent the TOTAL SHUTDOWN of ships
This allows frigs to get the cycle time for tackle and allows battleships to get a shot or 2 out between cycles

It's not that hard...

If you're gonna post here thinking your idea is the greatest thing since bacon and that it will save EVE and possibly all humankind with it, you're gonna have a bad time.

I did that, but I didn't see this idea buddy, I know there is a lot of ECM threads.
This is a unique perspective which I thought could assist a future iteration.
