You could, and some gate camps, especially in busy systems are.

But the random campers you see when roaming in remote areas with little traffic are most likely multiboxers. There is not enough loot coming through for 4 people for starters.

Was going to ask the same question, I think this person is a timetraveler that forgot what year he's playing eve in.
