The NPCs too? I never see a pod pop out when an NPC bites the dust.

Most generic NPC vessels are non-capsuleer (i.e., traditionally helmed) vessels.

Officer rats (with the exception of drones) and other 'named' NPC spawns are almost certainly capsuleers.

Between these two extremes lies an unclear region which is inhabited by 'elite' rats (dire guristas, sasha's loyal, etc) and Faction rats (dread guristas, true sansha's, etc). These rats fly tech 2 hulls, which are by lore only usable by capsuleers - entirely lacking a traditional bridge. However, there is no other indication that these are capsuleers.

We as a capsuleers are probably about a 1% of the entire population of New Eden which is still a lot so it may be under the 1%, just saying as this has been discussed many times, with devs and long threads :). There are billions of pilots that are not a capsule users, and the universe is very much living space, it is almost a common thing to own a ship :p.
