I would have suggested a meta 1 total of 80% resist with the ratio balanced to reflect the average of the weapons in question rather than a straight 40/40 split.
Laser Hardener: 45% EM and 35% Thermal
Hybrid Hardener: 35% Thermal and 45% Kinetic
Projectile Hardener: 5% EM, 15% Thermal, 25% Kinetic, 35% Explosive

EDIT:
if you made these so that it would ALWAYS be better to use two specific hardeners of the same meta level, than to use two binary hardeners, it could work, since it'll be the smaller ships that'll be pushed for slots
4 adaptive invulnerability fields grant more resistance than 1 hardener of each kind. It's fine this way. Large ships would be able to use a binary hardener to even out their resists pretty nicely but can already do that pretty well without them. Small ships would actually get the greatest benefit out of binary hardeners because they have so few slots to work with. Many times a binary is exactly what they need.
