You should probably wait until after the summer expansion, and see how the economy adapts, flourishes, flushes or simply shrugs at all the Indy changes... obvious manipulations notwithstanding.

On a side note (not sure if anyone mentioned this), if you're anywhere near a high-traffic corridor you'll probably get wardec'd by one of those schmuck corps that wardecs purely to pad their killboard with small tower kills. Get a large, d!ckstar it, and go from there. If you're serious about Industry the costs won't matter since (presumably) you'll have your plan & markets in place.

If you're not serious just find a low sec station with services, move the materials and a jump clone there, and work out of that station.
