T3 module fitting error (10 minute unfitting timer, wtf?)

When having modules offlined by switching subsystems. I.E removing covert sub for another the cloaking device obviously goes offline. When I try to unfit the cloak after that I am met with a message

"you can not remove this module as it is still recovering from it's last period of operation and will be for the next 10 minutes"

Note I am doing this refitting inside a station and not using a mobile depot.
