Here are my skills so far, I spend 90% of my time in a retriever, but i would like a little more combat ability, at minimum enough to go ratting in the belts.

Well... For starters you need more time in armor / shields, engineering, gunnery, rigging, and spaceship command. In null you will be running into multiple battleships sometimes with multiple cruisers and frigates just in the belts not to mention the carnage that you can expect in anom's.
