Drastic change in patch download performance post Rub. 1.2.x

So more "really useful" issue reporting, sorry for the vague report, but it's the best I've got.
I'm hoping someone else has seen this and might know the cause, or have an idea how to fix it.

Sometime at or after Rubicon 1.2 deployed my ability to download and apply patches for TQ has fallen off a cliff.

I have had 2 patch induced launcher crashes, sorry I was not been able to capture either of the trace's.

Fetching the 7278189-728189 patch ( ~12MB ) took over an hour across a 50Mb link.

I have re-installed, but see the same symptom.

I'm running:
OS: win7 -64
Launcher: v.2.1.655130
6x Download threads ( same symptom with 1 thread )
On a 6 core system with 32G memory.

The symptom is Not present patching Sisi. ( ie. changing the installation that has the issue to point at Sisi makes the issue go away )

This might be related to the issue described in
