Update Loop, Launcher Exception, and Repair.exe Fails

I have a trifecta of problems going on. After installing the latest Eve client I have had nothing but errors with the launcher. This is what I am seeing when attempting to load the launcher:

This would not be a problem but after today's patch I can no longer login to Eve because the client cannot complete the patch install due to the launcher error. I then attempted to use the repair tool but after several minutes it also errored out:

I have tried several work arounds posted on the forums; one of them, a link to a specific version of the launcher, worked yesterday after I solved the update loop. Today however I cannot get the loop to stop and now I am stuck. Made a ticket but no reply thus far. Anyone have any ideas? Like how I can deal with the update loop? At least then I could get online.

Edit 1:

I tried something new that worked. I deleted the bulkdata folder and manifest file then ran repair.exe using Run as Administrator and it did not error out this time. It fixed the updating issue but not the problem with the launcher.

I experienced something like this too. Repair would fail.
I un-scientifically deleted Bulkdata and MachoNet in the cache folder. It appears to have worked.
