Gate Status Indicator and Messages

There should be an indicator on each gate in a system as to whether or not you can use it right now so that you can avoid going to gates that are locked for some reason (like Jita gates during busy times). If a gate is currently locked right now because of some arbitrary player limit, then we should know about it.

Overview Gate Symbol: show the normal symbol with an "X" over it indicating that you cannot use that gate right now.

Warning Message: "You cannot use that gate right now. Are you sure you wish to approach it?" Can be configured to not display.
