How come no one has conquered this area of space?

Based off my map research it's - empty. Plus the region resembles the the UK, so there could be a Britain alliance (Britain being an ancient and probably misunderstood word for imperialism for the bettermeant of the conquered).

Having live there, before going and deciding to Bear it up in highsec with my main, it is junk space at best and just aggravating at worst. There aren't enough good truesec systems anywhere to justify the buffer area you need around a home region, bigger and more powerful neighbors for a small or new block and generally insufficient income to interest enough people to hold sov against anything more than casual boredom.
