I'm assuming that by Hi-sec "Wargames" you mean:

Ganking miners, who are notorious for not having guns fitted to their mining barges.

Ganking industrial ships, who are nortorious for not having guns fitted to their industrials.

Ganking Logistic ships, who are nortorious for not having guns fitted to their logistic ships

Ganking hi-sec freighters, who are nortorious for not having guns fitted to their freighters.

Ganking hi-sec mission runners, who, contary to popular believe do have guns fitted, just not the right sort.

Just for clarity, is this what you are refering to when you talk about hi-sec pvp?
