If the container is blue, knock yourself out, they're abandoned and free for all.
If the container is yellow, consider being able to run for it and dock to offload and wait out the timer, its someone elses can but open to theft, you get flagged as a free for all target for 15 minutes, but concord won't do a thing.

If its those damn spam advert secure containers, just right click and take off overview and ignore them.

Edit: if its lowsec just take it, unless its full of rubbish.
not like people won't shoot you there anyway Pirate

Its makes no difference if its Hisec, Lowsec

White containers are owned by you or your fleet/corp and you can take from them.

Blue containers are owned by no-one and you can take from them.

Yellow containers are owned by someone else and you can take from them.

Taking from yellow containers will give you a suspect flag which means everyone can shoot you without any penalties.

If a can is white, you have access to it. Maybe the can is secure, like the one around gate, advertising. In that case you'll see a padlock on it.
If not you can open it and loot it if it's white.
If it's a can is yellow, you can still loot it but you'll be flag as suspect in local and anyone can come and shoot you. Some people set them as a trap.
If anything is blue, it's free stuff, serve youself.
For the wrecks, you can salvage every wrecks you see. Blue, white, yellow, it doesn't matter. The wrecks are nobody property, only loot in it. Even the yellow ones.

Have fun!

Warning: Blue free-for-all means free-to-loot NOT free-to-shoot!
