Forgive me if this is one of the more slow minded questions of the day, but does the skill INFORMATION WARFARE SPECIALIST impact mining foreman links?

No. Its only useful for an ewar fleet,and usually only if the tank is already being boosted.

If you have finished training mining boosting on your mining booster, fleet leadership and shield boosting skills are next on the agenda.

Information Warfare Specialist applies to Information Warfare links, Mining links are effected by Mining Director (and Warfare Link Specialist of course).
