sansha rats not aggroing sitting at around 48km away from them

my 2 domi's have been sitting here for about 20 minutes now, sansha forsaken hub, within 50km from rats, pulled drones in, rats are not aggroing, this since rubicon 1.2..

additional info:


sitting with 2 domis in a forsaken hub @ 50km from spawnpoint (some npcs within 50km)

first wave aggros and is killed
2nd wave remains passive, does not aggro my ships

this happens since rubicon 1.2.. normally each wave would aggro

they re-aggro when i warp out / in @ 50km again

Did you solve this? Having the exact same issue, but for me it started happening today at downtime. Spawning rats just won't aggro!
