Long term launcher error, can not start game

I was an eve member for close to 4 years and stopped playing for about a year or more and have now come back. I've actually had this problem since before I left back when I was still playing, but back then I also had my mac set up where eve ran flawlessly, so I never bothered to find out why my pc was having trouble. Now I need it solved.

I launch the launcher (game fully patched), I type my password, it authenticates and I see the Play button, I click Play and instead of the game starting, I get a popup titled 'Verification Failure', with the following contents. I can't copy paste the popup so I'm typing this by hand:

Your EVE client installation may have modified, damaged or corrupt
files. Please run repair.exe located in the EVE game directory or re-install
the game client.
Bad manifest signature, timestamp "2012.03.06 16:22:04", expected

The error is the same every time.
I have tried the repair tool, I have tried re-installing several times. I thought for sure the game would have changed so much with the past several expansions that this time I re-install it wouldn't give me an error somehow, but it's still there. Please help, since I'm a paying member again and I really can't log in at all.
