lol, not even possible. 19.5 is the max and that's with max links, all your rig and low slots filled with strength mods/rigs, and overheated.

Also, don't mind the HACs with sensor strengths in the 40s without ECCM.

Recons are not in a good position imo. Combat recons have been almost completely superceded by Tech 3s. Ask yourself when's the last time you saw someone flying a combat recon? Force recons are still around because of cloaks, but mostly just Rapiers and Arazus fo rlong range webs/points. Tengu doesn't get a strength bonus so you still sometimes see Falcons. Pilgrim still sucks. Celestis does damps just as well as T2/3 at a fraction of the price, and Crucifier does TD better than anything at longer ranges for almost free.

T1 EWAR cruisers/frigates are awesome except the Arbitrator, which is complete trash compared the the Crucifier. Something about 60km locking range compared to 100km.
