No not at all. And those "restrictions" are critical.

The nature of a wormholes' static is that it does respawns in the same system every time as soon as the previous one despawns. So the nature of a systems' static wormhole already breaks your theory that "wormholes respawn elsewhere when they despawn"

So if there was bug specifically with a system's static WH, it could cause something like the poster said, without affecting the randomly spawning wormholes which seem to work much more like all of the other cosmic signatures in game.

The Static Storm was a real thing. A little hunting tells me that it showed up in January of 2011. I remember it well, we were looking for a couple of specific systems so we found holes with the right class of static and stormed the hell out of them. 20+ holes easily.

We had a nullsec once that had i think 21 connections. It was somewhere around that number.
