Introduce New areas of LOW SEC space where Capital ship cannot enter.

Or how HS already bans caps.

Personally, I rather like this idea a bit. I have no huge problem with caps, but new space adds new possibilities, and that's great for the sandbox.

Why should people that have chosen to fly capitals be barred? Just because you haven't? Asking for a whole region, nay CLASS of space that suits your playstyle at the expense of others seems a bit self-important to me "the logic that the big boys and their OP toys cannot enter the fun .. " Sounds like the logic is really that you can't get curb stomped, and can do the stomping yourself without having to look over your shoulder.

PvP engagements (ganks, drops) should always carry the risk of being escalated (counter-ganked/dropped) - that way there is always a decent risk and things like baiting and trapping work. What you're asking for sounds like boring gameplay. Like playing chess with only pawns.

It seems to me that what bothers you in the possibly strong influence of capital ships in lowsec small scale warfare, and simply creating more space with a different set of rules will not solve the problem, it'll merely create an area of space for people who can't be bothered to find a viable solution.

There are plenty of ways to avoid capital ships in small scale warfare, and there are plenty of ways to **** hard people trying to use capital ships in small scale warfare. In any case, people are just using whatever tools they have at their disposal, and if you think these tools are broken (I don't, in that particular case), you should propose ideas about how to make these tools better rather than say "let's make space where we can ignore them".
