There's plenty of quality (and correct) answers already, but I thought I'd add one more reason to not dual-tank.

The key to reducing incoming damage is to be fast and small. The faster your ship, and the smaller it is, the less damage it takes from missiles and the less likely it is to be hit by turrets.

Shield (buffer) tanking modules/rigs make you bigger.
Armour (buffer) tanking modules/rigs make your slower.

Trying to do both makes you bigger and slower, meaning you take more damage.

Every ship in EVE has slots. You can use those slots to tailor a ship to your needs.

2 things will become important when tailoring your ship:

- Your goal
- Your ship

If your goal is to have a maxed out HP tank, then mixing armor, shield and hull will do the trick. Because your ship only has limited slots, most people will opt for 1 type of tank and use the other slots for different modules. Propulsion, E-war etc.

Your ship will have a certain slot layout and bonusses. Since shield and armor use different kind of slots, this will influence the effectiveness of a tank. A ship with bonusses to armor resists and a lot of lowslots CAN be shieldtanked as well. The shield portion will be the least effective piece of your tank tho. Since shields use midslots, you may be better off fitting a trackingdisruptor for example. If they cant hit you; your tank will take less damage as well.

CCP has been pushing towards using ships for certain tasks for a while now. If you open up information about a ship and check it's attributes; you'll get a clear picture of what they think you should use it for and what kind of tank you are expected to put on it.
