WTB inexspensive mining character that flies T2 mining barge

I'm looking for an inexpensive mining character that can fly at least one of the T2 mining barges.
I'm scraping the bottom of the barrel for isk so i'm not expecting great training or lots of skill points just so long as he/she can fly the T2 is all i need/can afford.

Any offers are appreciated and feel free to mail me or contact me in game. Again I don't have tons of isk so trying to talk me into expensive characters will be like trying to squeeze blood from a turnip.

Sorry didn't understand the question.

Budget will be no higher than 3bil at the most unless there is some kind of a payment plan which people probably don't do much.
