Update hull costs on killmails please

faction BCs still don't have a hull cost of 0 on killmails. Not to mention new ships like the SOE ships. Please update those costs.

Killbords can even display the costs of dust items on orbital strike killmails - eve, you can do it too if you really want!

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value
