Is there a common source to download all SiSi content externally. I am running into issues downloading all the content in a timely fashion on a throttled ISP creating a large issue for attending NEO practices. Any help would be fantastic, thank you for your time.

We had few issues with it as well. Worked around it this way:

someone who has no issues reverts to the version from which you need patch by getting repair.exe and running it "repair.exe --buildno=xxxxxx"
after that, he patches using launcher (option to remove patches after use should be disabled), exports patch, and sends it to guys who have problems with downloading it. They import and patch w/o any issues.
