You're already able to bridge transport ships around. The keyword is black ops battleships. As for blockade runners, they already have improved warp core strength, no need for nullification there. You wanna get past a camped pipe, use an interceptor, dock at/near target, switch to cyno ship and bridge your hauler in.

With that kind of justification they should get rid of jf all together since you can titan bridge a freighter anyway. I think the DST could do some good with a jump drive. the range shouldn't be anything amazing but good enough to use.

insted of changeing the current T2 trasport ships (cov ops, tank and warp core) why not have a 3rd class.. has jump capability+fuel bay along th elines of the OPs suggestion.

transport skill level gives 5% bonus to cargo. fuel bay. and jump range.

Jump Freighters are difficult to train into and expensive to obtain because they give you the option to bypass several solar systems without having to depend on a titan or even a black ops battleship. For the lack of a better term, they are the industrialists and/or logistics "end game" ship (among a rorqual maybe for those not living in empire). They are supposed to be a long term goal you're working towards and are excited to reach.
Also, the OP suggests that you would need a JF type of ship to get into null, which is not the case. There are enough people providing shipment services for all the stuff you need to get into nullsec; if you just want to jump one or two battleships around though you might as well use your carrier or ask a carrier pilot in your corp.

Edit: Also, giving a T2 hauler JF-like abilities would be way too much for a T2 ship of this size and price. Somebody suggested a T3 hauler, which would be acceptable, if it was built using WH components and therefore way more expensive in terms of isk and skill training.
