This fit might be okay, but it relies on cap boosters which might not be ideal for nullsec.

vindicator requires blasters
blaster vindicator has some issues with capacitor, because you need a mwd, blasters take cap, and shooting rats faster results in more battleships spawning and hitting you, unlike missions where respawns happen less, and are less battleship heavy. I think the cap mods are important here simply because the guns take a lot of capacitor, and pulsing the mwd will eat into your cap reserve. Don't feel bad about mixing a cap booster with a cap mods, as it means you'll chew threw boosters slower, while always having a reserve in the booster. With a t2 ccc, 2 t1 cccs, and 2 cap rechargers, the fit is very nearly cap stable with the mwd off, so this would actually make a booster very nearly unnecessary. I think the deadspace tank mods are pretty important, as there is going to be significant incoming dps.

One big benefit of a blaster vindi is that you can use 5x heavy drones for an extra 300 dps. The web plus either blasters or drones make lights unnecessary, although if you're worried about losing a very expensive ship to rats or something, you can use 4 heavies and 5 lights.

If you want something cheaper, or if you want to use rails, use a rail navy mega or rail hyperion. This hyperion fit will give you over 900 dps well past 50km (more with faction damage mods). I daresay its a cheaper, easier to fly, and probably more effective than a blaster vindi.

First of all "anomalies" and "ratting" are two very different things and require different ships and/or fittings, so fits depend on what you choose to do. Secondly, unless you have a scout alt I would SERIOUSLY suggest to fit MWD and a cloak and even if you have a scout you'd still want a cloak, as such the Vindi doesn't make much sense because it doesn't have a utility high.

If you're looking for a ratting ship the the Hyperion makes good sense, it's relatively cheap and does ton of dps, its only downside is a lack of tracking but if you warp in at range of a belt tracking won't be an issue. use 425 rails on it, T2 cloak, MWD, tracking comps and 1 or 2 cap rechargers. lows is a light tank (you'll warp in at 50km, Serps don't hurt much at that range) and 3/4 mag stabs. Drones just some lights and a bunch of EC-600 just in case, if you have decent sentry skills bring some.

For Anomalies I have no idea, never done Serp anomalies in 0.0

95% of the time you're running anomalies in a station system or at least one with poses, so even if you fit a cloak to jump gates, you won't ever need one when actually shooting rats. That DLA on the rail hype is key as it can field 5 sentries and still have 50m3 left for other drones.
